MDE K-12 Literacy and Dyslexia Laws - PA 146/147

Under MAISA's direction, a joint workgroup composed of ISD leaders representing GELN (the General Education Leadership Network) and SEILN (Special Education Instructional Leadership Network) began planning in October of 2024, soon after Governor Whitmer signed Public Act 146 into law. This workgroup has created resources to help our 56 ISDs unpack the new requirements as they support Michigan's 835 Public School Districts.

A RBG3/PA146 Crosswalk and a Timeline of Responsibilities have been through several feedback loops. These documents are written in both a summary form as well as a more detailed form and are available for public use. The documents can be found on the MAISA webpage.

PA 146 SlidesIn December 2025, the joint workgroup released a companion Slide Deck to assist ISDs as they support LEAs through this transition.  The link to MDE's webpage, included at the top of this page, is the best place to reference for the most up-to-date information related to PA146.
