The
regular meeting was called to order by William Miller at 11:00 a.m.
TOPICS
1.
MDE Field Services Report – Linda Brown, MDE
This
report was moved to the front of the agenda.
- Numerous
issues/problems were reported with the SRSD data used for AYP reports.
- 2 major problems
created by SRSD data being used for calculations included:
1. unpopulated fields for the school change calculation
2. attendance errors that impacted the participation
rate and not including non-standardized tests in the participation
rate figures.
- 3 major programming
errors have also led to inaccuracies in calculations for AYP and “Education
YES!” results.
1.
Small schools (any schools in 2002-03 with less than 30 students)
had system-wide programming errors.
2. Subgroup AYP was not considered if the entire
school made AYP…meaning that more schools may not be making
AYP that the date release indicated.
3. No provisions were made for mobility, mobile
students were suppose to be left out of the calculations.
Due
to these problems, the November 5, 2003, appeal deadline may be extended.
For
the Title I schools, the status is not yet known.
The following recommendations were made by the committee:
1.
MAISA supports public school accountability and state accreditation
models based on accurate measures of student achievement data. The
current stakes are very high and any judgment of school quality much
be based on accurate data.
2.
The Michigan “Education YES!” accreditation school report
system is based on data from the SRSD that is inaccurate and incomplete.
In addition, there are numerous programming errors that impact the
current school report release and that has resulted in numerous inaccuracies
in the report, therefore, MAISA recommends that:
a.
The school report not be released until all appeals have been finalized.
b. The MAISA legislative committee work to extend
the legislatively imposed deadline for appeal.
c. Statewide AYP be calculated to satisfy the federal
requirement, but that school grades be deferred for one year due to
inaccurate and incomplete data.
d. MDE is being responsive to dealing with appeals,
but hundreds of schools are being impacted by programming errors and
SRSD inaccuracies necessitate the need to address serious problems
with the “YES!” system before moving ahead with full implementation.

alternative professional development plan and portfolio option will
be developed by the end of 2005-06.

Received
a presentation on an on-line Master’s degree program for aspiring
administrators through Walden University.

Mi Plan Update – School Improvement Template – Gayle Green,
Carol Klenow
Heard
a report on MI-Plan training. Three training sessions will be held.
The original 50 participants will continue to be involved. December
1st is the target date for the live website.
