C.O.O.R. provides services within a four county area in north central Michigan, covering 2,400 square miles. Counties serviced are Crawford, Ogemaw, Oscoda, and Roscommon. This land mass makes C.O.O.R. the largest in Lower Michigan.

In addition to its general education, special education, and career-technical education programs, C.O.O.R. ISD offers an extensive Gifted & Talented program. C.O.O.R. is the fiscal agent for NMEC (Northern Michigan Electronics Consortium), an organization consisting of C.O.O.R. and AMA ISD’s – and Kirtland Community College, along with ten local districts.
